Sibelga's Digital Business Solutions department supports business activities with efficient processes and information systems as needs and technologies evolve. The organization wants an integrated strategy for the secure, legally compliant and efficient use of structured and unstructured data in testing, development and other non-production environments. The architect will map existing data flows and data patterns across business applications and analyze the needs of internal and external stakeholders. The work is intended to produce a future-proof anonymisation and test data management strategy.
The role covers data anonymisation, pseudonymisation, synthetic data generation, test data management, data selection and data minimisation. It also addresses protection of personal and other sensitive information, preservation of referential integrity and business usability, and the use of structured and unstructured data outside production. The architect will translate testing objectives and business testing scenarios into representative, compliant and fit-for-purpose test data requirements. End-to-end data flows across applications, databases and interfaces must be analyzed and documented.
The architect acts as a bridge between business and technology and works with business departments, data management and governance, privacy and compliance, information security, enterprise architecture, IT operations, application management, testing and QA, internal business partners, and external providers and vendors. The assignment must align business requirements, regulatory obligations, technical constraints and future operational needs. It should result in concrete technical and functional requirements for a procurement specification and potential market consultation starting in early 2027. The engagement is full-time with hybrid homeworking and at least three days per week on-site in Brussels.

- Must have: Proven experience organizing and facilitating workshops and interviews involving business, IT, architecture, security and external stakeholders.
- Nice to have: Master's degree in science, law or IT.
Technical skills
- Must have: Proven experience analyzing, optimizing and documenting security processes and governance.
- Must have: Proven experience translating testing objectives and business testing scenarios into concrete test data requirements for representative, compliant and fit-for-purpose test data for functional, integration, performance and user acceptance testing.
- Must have: Proven experience analyzing and documenting end-to-end data flows across multiple applications, databases and interfaces, demonstrated through at least 2 comparable assignments.
- Must have: At least 7 years of proven senior-level experience with data architecture, data governance, data management or data engineering.
- Must have: Proven experience with data masking, anonymization, pseudonymization or synthetic data, demonstrated through at least 1 relevant project.
- Must have: Proven experience defining functional and technical requirements for a tender, RFP or product/tool selection process, demonstrated through at least 1 relevant assignment.
- Nice to have: Proven experience with security management techniques or frameworks including ISO 2700x, COBIT, NIST or OWASP.
