Boeteplatform has coordinated Justice's organisational and digital processes since 2017, delivering digitalisation projects that improve the execution of financial penalties and reduce administrative workload across Justice, police and other partners in the financial criminal-justice chain. Its work includes initiating new projects, monitoring and managing ongoing initiatives, and coordinating projects as a whole. The programme aims to accelerate fine processing, reduce workload through a chain-based approach, digitise information processing, improve the financial execution of sentences, and improve public services.
This assignment focuses on the Central Recidivism Database for traffic offences for 2026–2027. The Business Analyst coordinates and analyses complex projects involving data exchange and process optimisation among the police, Public Prosecutor's Office, FPS Mobility, FPS Finance, Courts and Tribunals. The role translates policy objectives into functional solutions, monitors IT development progress, and helps establish a uniform and efficient working method.
The consultant will perform as-is and to-be analysis, identify data-quality and process improvements, write detailed user stories and acceptance criteria, and follow suppliers through functional analysis and UAT. The role also reports risks and dependencies, maintains accessible documentation, facilitates stakeholder working groups, and coordinates business analysis for the central database. In addition, the consultant will create end-user manuals and support training for new or modified functionality.

General skills
- Minimum 5 years of experience for a senior profile
- Bachelor degree in a relevant domain

- Good understanding of English
- Fluent spoken French or Dutch, with good understanding of the other language
- Accurate provision of clear documentation and project follow-up
- Experience with IT projects and guiding suppliers
- Experience with complex business analysis in a government context is preferred
- Experience with projects involving multiple data flows from different parties is preferred
- Experience with government projects is preferred
- Affinity with the traffic and justice context is an asset
