ICT Business Analyst - Consultant (Senior) - Agentschap Integratie en Inburgering
Description
Agentschap Integratie en Inburgering seeks a senior ICT Business Analyst consultant for an independent review of ikdoemee.be. The participation platform is shared by AgII, Atlas and Amal, collectively E3, and has existed for three years. It helps newcomers find participation activities and opportunities to practise Dutch. Technical difficulties, inactive accounts, insufficient municipal moderation and pressure on the annual support and optimization budget motivate the assignment.
The consultant assesses the current technical and financial situation independently of the existing technical partner. The analysis covers technical debt, recurring issues, maintenance costs, the shared back end with Welkom+ and relevant integrations. It includes UiT in Vlaanderen / UiTdatabank, planned links with vrijwilligerswerk.be and NederlandsoefeneninBrussel.be, and a short market exploration. A concise advisory report and short presentation must compare three scenarios and recommend an option consistent with objectives and budget feasibility.
The assignment is limited to 25 consulting days, approximately 200 hours, allocated in consultation over available weeks. It is a one-off decision-support assignment and does not replace internal application management, product management or ALM. Daily support, bug fixing, a complete UX redesign, full social impact analysis and scenario implementation are excluded. The preferred start is 16 November 2026 and preferred end is 8 January 2027, although the context requires completion in 2026. Homeworking is not allowed, the portal indicates a 10% work regime, and publication or start depends on MC approval.
