Description

The BILOC business unit is responsible for projects related to local police work, including applications that facilitate operational activities. These include ISLP, used to draft and manage official police reports, and FOCUS, which enables field officers to work from a phone or tablet. FOCUS contains around twenty modules covering messaging, searches on people, locations or companies, incident visualization, and the location of intervention units. The application is developed by an external partner, hosted internally, and expanded every year with new features and modules.

FOCUS is currently managed by two Product Owners who also act as project managers, together with an incident manager/technical coordinator. The assignment is intended to strengthen this team in a combined Product Owner and Business Analyst role. The consultant will understand the applications end-to-end from a business and functional perspective, act as a contact point for users, and gather and analyze their needs. The consultant will collaborate with the supplier-side Product Owner, internal and external suppliers, the Program Manager, and the various stakeholders.

The Business Analysis component includes analyzing new modules, modelling ASIS and TOBE processes using BPMN, and coordinating impact analyses including legal and security aspects. The role also bridges the business, technical teams, and security teams. A significant change-management component involves supporting users, participating in or delivering information and training sessions, maintaining documentation, and communicating changes and issues. The consultant will also provide second-line support in a hybrid, multidisciplinary environment combining internal and external staff.
