Description

The PMO Manager will play a central role in structuring and professionalizing the Project Management Office within CAPAC. Working closely with the COSI department, the mission focuses on implementing coherent governance for project portfolios while ensuring methodological quality across the organization. The role supports multiple steering committees covering accessibility, service quality, automation and architecture, and change culture. By introducing standardized methods and tools, the PMO Manager helps align projects with the strategic Flight Plan 2030 and the operational roadmap.

The consultant will oversee portfolio management activities, consolidating project progress and monitoring risks, dependencies, and performance indicators. They will define reporting frameworks, templates, and governance rituals used by management and steering committees. The role also includes operational support for portfolio managers, project managers, and project leaders through coaching, facilitation of governance meetings, and structured documentation. Ensuring that project information is centralized and accessible will be a key responsibility.

CAPAC operates as a relatively small public organization with highly engaged teams where individuals often assume multiple roles. The PMO Manager must therefore combine strategic vision with a pragmatic and hands-on approach to remove obstacles and deliver results. The mission includes mentoring junior project professionals and strengthening the organization’s long-term project management maturity. Knowledge transfer and sustainable governance structures are essential so that CAPAC can maintain project excellence beyond the duration of the assignment.
