Description

CAPAC-HVW operates a complex technology environment combining a historical application landscape with modern components. The organization is structurally transforming its IT landscape through architecture modernization, technical-debt reduction and Cloud adoption. Regulatory compliance, particularly NIS2, is an important part of this transformation. The applications support critical unemployment-regulation processes including eligibility, payments, debt management, and financial and accounting processing.

The Functional-Technical Analyst will carry out functional analyses with a technical dimension for business projects and support development teams. The consultant will advise on integrations, data models, performance and scalability while helping teams adopt technologies and architectural patterns. The role also includes initiating or validating proofs of concept, leading design reviews and ensuring compliance with architecture standards and good practices. Maintaining coherence between legacy components and newer Cloud/hybrid architectures is a central objective.

The consultant will work across business, development, security and infrastructure teams and make technical choices understandable to diverse stakeholders. The role contributes to collective decision-making, team capability development and the resolution of business problems. It also translates enterprise directions into concrete technical models and designs aligned, performant and maintainable application and data architectures. Security by design, NIS2 implementation, secure coding, supervision and auditability are integral to the assignment.
