Description

The Programme Manager Accessibility is responsible for structuring and steering a strategic program designed to improve CAPAC’s accessibility for all citizens. The mission spans physical access, telephone services, digital channels, and information quality, creating a unified program from several existing initiatives. Working closely with the COSI Director, Strategy Team, PMO, and business services, the consultant will ensure consistency, prioritization, and alignment across projects. The role has strong visibility and directly supports CAPAC’s broader transformation agenda. It is a key position for translating strategic intent into practical results across multiple service channels.

The consultant will manage the steering group, supervise project and program stakeholders, and establish governance processes including rituals, reporting, risk follow-up, and dependency management. A major part of the role is to monitor key indicators such as waiting times, customer satisfaction, readability, physical accessibility, and digitalization progress. The Programme Manager will also prepare strategic deliverables including decision files, roadmaps, dashboards, and progress reports. Internal and external communication linked to the program is also part of the scope. This makes the assignment suitable for a professional who combines structure, communication, and operational leadership.

CAPAC is a relatively small public organization where teams are highly engaged and often operate across multiple responsibilities. In that environment, the Programme Manager must bring both strategic oversight and a pragmatic, hands-on attitude to unblock situations and accelerate delivery. The mission also includes mentoring project managers and junior profiles, while ensuring knowledge transfer that strengthens long-term autonomy within the organization. Sustainable governance, realistic prioritization, and cross-functional collaboration are central success factors. This is an impactful opportunity for someone who enjoys leading transformation in a people-focused and service-driven setting.
